Children's, Adults, Education and Corporate teams each hold pieces of the levy strategy. A coordinated plan releases funding that would otherwise expire back to the Treasury after 24 months, or 12 months if added after 31st July 2026.

Can you work across Children's, Adults, Education and Corporate at the same time?+
Yes. Council partnerships are designed to be cross-services from day one, with cohorts that span Children's Services, SEND, Adult Learning, Skills, Youth and Family Services under one workforce plan and one reporting line.
How do you handle commissioning frameworks and DPS routes?+
NCE is available through the main education and workforce frameworks councils use, and can be procured via direct award or mini-competition. Our partnerships team supports your commissioners with all documentation required for transparency and audit.
Do you support levy transfer to local SMEs and VCS partners?+
Yes. We advise on Apprenticeship Levy Transfer to local employers, community organisations, schools and MATs, with full documentation and evidence for your DfE reporting and member updates.
Who is our day-to-day contact?+
One named partnership lead, a senior member of our team, supported by a delivery director. Both are contactable throughout the year, and neither is a rotating account manager.
How quickly can a cohort start?+
Most local authority cohorts move from Discovery to first learning session inside eight to ten weeks. Urgent starts driven by directorate priorities can be turned around faster where DAS access is already in place.
Are you Ofsted regulated?+
Yes. NCE is the trading name of Captiva Learning, an ESFA-listed main provider on the Register of Apprenticeship Training Providers (RoATP) and is inspected under the Ofsted Education Inspection Framework for FE and Skills.
