The workforce reality

The pressures we hear from further education most.

Every partnership starts with a clear-eyed conversation about what is actually broken, not a generic apprenticeship pitch.

01

Teacher and tutor supply is the binding constraint

FE colleges, specialist colleges and university partnerships all report the same story: recruitment is harder each cycle. A grow-your-own pipeline into Learning and Skills Teacher is the most reliable way to protect delivery.

02

Levy activity is fragmented across departments

In most colleges and HE providers, levy spend is decided school-by-school or faculty-by-faculty. A coordinated plan unlocks funding that currently expires back to the Treasury after 24 months, or 12 months if added after 31st July 2026.

03

Support and technical roles are undervalued

Learning support, technicians, coaches and administrators keep provision running, but rarely have a visible career pathway. Structured apprenticeships convert them into a stable, progressing workforce.

04

Ofsted and OfS both want structured evidence

Whether you're inspected under EIF for FE and Skills or reporting to the Office for Students, boards need consistent, structured evidence that CPD spend moves outcomes.

How we work with you

A four-step partnership, not a sales pipeline.

Step 01

Discovery

A working session with your principal, HR and curriculum leads across FE, HE, specialist and partnership provision, priorities, levy forecast and constraints.

Step 02

Design

We map standards to roles across every campus and faculty, agree the cohort model and set the delivery calendar around your term rhythm.

Step 03

Delivery

Blended, in-role learning with subject mentors, dedicated tutors and evidence built through real practice, aligned to EIF and OfS expectations.

Step 04

Impact

Termly impact reviews against the outcomes you agreed at Discovery, board-ready reporting on levy, learners and progression.

What we bring

Built around how further education actually operate.

Why now

Why the moment matters for post-16 providers

The 2024/25 funding reforms have changed what's possible - and what's expected from your workforce. Budgets are tighter. Statutory demands haven't gone away. This is the moment to plan differently.

Outcomes you can plan around

Measurable impact on the metrics that matter to you.

Every partnership is underpinned by an outcomes framework agreed at the start, so you can report impact back to boards, members and elected officials with confidence.

“NCE is the first partner that has treated our FE college, our specialist provision and our university partnerships as one workforce challenge. One plan, one dashboard, one honest conversation with our board every term.”

Sector FAQs

The questions further education ask us most.

Do you work with universities and HE providers, not just FE colleges?+
Yes. Our post-16 partnerships span FE colleges, sixth forms, specialist colleges, ITPs and university partnerships. Cohorts can be single-provider or blended across the partnership, depending on scale and standard.
Can you support specialist colleges and SEND-focused provision?+
Yes. We deliver dedicated SEND and specialist pathways, including the Specialist Teaching Assistant standard, with tutors and mentors experienced in specialist FE settings and alternative provision.
How do you handle Ofsted and OfS at the same time?+
Delivery is designed to satisfy the EIF for FE and Skills and to produce the workforce evidence OfS-regulated providers expect. Reporting is consolidated so you brief governors, Ofsted and OfS from a single source.
Who is our day-to-day contact?+
One named partnership lead, a senior member of our team, supported by a delivery director. Both are contactable throughout the term, and neither is a rotating account manager.
How quickly can a cohort start?+
Most post-16 cohorts move from Discovery to first learning session inside eight weeks. Urgent September or January starts can be turned around faster where DAS access is already in place.
Are you Ofsted regulated?+
Yes. NCE is the trading name of Captiva Learning, an ESFA-listed main provider on the Register of Apprenticeship Training Providers (RoATP) and is inspected under the Ofsted Education Inspection Framework for FE and Skills.
